See this Comm Center thread (Peter Prendergast). There are several cases where the dispatcher was running through a schedule pass after a weather unsafe event. There are places where it asks for info from the ACP telescope object and failing due to a weather shutdown having taken place, apparently unbeknown to the dispatcher???

This has become a catch-all and was expanded to a full 40 hours estimate.

Now see SCHEDULER-816. Refactoring the whole Scheduler-ACP interaction to handle weather interrupts reliably at any time.
